1. Introduction
C4 Database Management (“C4,” “we,” “us,” or “our”) respects your privacy and is committed to protecting the personal information you share with us. This Privacy Policy explains how we collect, use, disclose, and safeguard information when you visit https://c4databasemanagement.com/ (the “Site”) or contact us through the email addresses published on it.
The Site is an informational and marketing website only. It provides general information about C4 and the services we offer (the “Services”). It does not host a client portal, does not provide access to any of our systems or applications, and is not used to deliver the Services. The Services are provided separately, under written agreements with our clients.
By using the Site, you agree to the practices described in this Privacy Policy. If you do not agree, please discontinue use of the Site.
2. Important Notice Regarding Protected Health Information (PHI)
No Protected Health Information (“PHI”) or electronic Protected Health Information (“ePHI”) is collected, transmitted, processed, or stored through this Site.
C4 is a HIPAA-compliant service provider that acts as a Business Associate to covered entities such as clinical laboratories, hospitals, and healthcare providers. Any PHI or ePHI we encounter does so solely in the course of performing contracted Services within our clients’ own systems and environments — never through this Site. That activity is governed exclusively by the Health Insurance Portability and Accountability Act of 1996 and its implementing regulations, as amended by the HITECH Act (“HIPAA”), and by the Business Associate Agreement (BAA) executed between C4 and the applicable covered entity or upstream business associate. This Privacy Policy does not modify, supplement, or govern those obligations in any way.
Please do not send PHI, patient records, or other clinical data to us by email, through the Site, or through any social media channel. Email is not a secure channel and is not an approved method for transmitting clinical data to C4. If you are a patient seeking your health records, contact your healthcare provider or laboratory directly; C4 does not maintain patient-facing records and cannot respond to individual patient record requests.
This Privacy Policy addresses only the business-contact, website-visitor, and employment-related information described below.
3. Information We Collect
3.1 Information You Provide to Us
The Site has no forms, accounts, or logins. The only information you can provide through it is what you choose to send us using the published email links — general inquiries, support requests, or job inquiries directed to info@SolutionsByC4.com. That correspondence may include:
- Contact details — name, business email address, telephone number, mailing address;
- Professional details — employer, job title, department, and the facility or laboratory you represent;
- Inquiry content — the subject matter of your message, support tickets, service requests, and any attachments or correspondence;
- Employment information — resumes, CVs, cover letters, work history, education, references, certifications, and other information submitted in connection with a job inquiry.
We do not collect payment or financial account information through the Site.
3.2 Information Collected Automatically
When you visit the Site, our web servers and certain technologies may automatically collect:
- IP address and approximate geographic region derived from it;
- Browser type and version, operating system, device type, and screen resolution;
- Referring and exit URLs, pages viewed, links clicked, and time spent on pages;
- Date and time stamps and other standard server log data;
- If you respond to our cookie banner, a record of your choice, which may include your IP address, a consent identifier, and the date and time of your selection.
The Site is built on the WordPress platform, which may generate log entries and set functional cookies as part of normal operation.
3.3 Information from Third Parties
We may receive information about you from our clients (for example, when a client designates you as an authorized contact or system administrator), from professional networking or referral sources, and from publicly available business directories.
3.4 Sensitive Personal Information
We do not intentionally collect sensitive personal information through the Site, including government identification numbers, financial account credentials, biometric data, precise geolocation, or health information about you as an individual. Please do not submit such information through the Site.
4. Cookies, Tracking Technologies, and Your Choices
We use cookies and similar technologies to operate the Site, remember preferences, maintain security, and understand aggregate usage patterns. Categories may include:

Cookie consent. The Site displays a cookie banner. Withdrawing consent does not affect cookies already set before you did so; you can remove those through your browser.
Google services. If you accept analytics or advertising cookies, the Site uses services provided by Google LLC. These services set cookies from Google-owned domains, including at least one cookie associated with Google’s advertising services. Information collected through them may be used by Google to measure how visitors use the Site and, where advertising features are enabled, to support advertising measurement and targeting on other websites. Google describes these practices in its Privacy Policy (policies.google.com/privacy) and in “How Google uses information from sites or apps that use our services” (policies.google.com/technologies/partner-sites).
Your choices. You can limit this activity in the following ways:
- Cookie preferences — change or withdraw your consent at any time using the cookie preferences link on the Site.
- Browser controls — block or delete cookies through your browser settings. Disabling certain cookies may affect Site functionality.
- Google advertising settings — manage personalized advertising at myadcenter.google.com.
- Google Analytics opt-out — install the Google Analytics Opt-out Browser Add-on at tools.google.com/dlpage/gaoptout.
- Marketing email — use the unsubscribe link in any marketing message we send, or email us at info@SolutionsByC4.com to be removed from our list.
Do Not Track and opt-out preference signals. Browsers may transmit “Do Not Track” signals, and some browsers or extensions transmit opt-out preference signals such as Global Privacy Control (GPC). There is currently no uniform standard for responding to these signals, and the Site does not currently respond to them automatically. Your cookie choices are managed through the consent banner and the controls described above.
5. How We Use Information
We use the information described above to:
- Respond to inquiries, support requests, and other communications you initiate;
- Follow up on interest in our Services and discuss potential engagements;
- Evaluate candidates for employment and manage our recruiting process;
- Operate, secure, and improve the Site, and detect, prevent, and investigate fraud, security incidents, and misuse;
- Send informational or marketing communications where permitted, from which you may opt out at any time;
- Comply with legal and regulatory obligations and establish, exercise, or defend legal claims.
We do not sell personal information for money. Where you consent to advertising cookies, the Google services described in Section 4 may result in activity that is treated as “sharing” for cross-context behavioral advertising or as “targeted advertising” under certain U.S. state privacy laws. That activity does not occur unless you accept those cookies, and you can withdraw your consent at any time. We do not otherwise disclose personal information to third parties for advertising purposes.
6. How We Disclose Information
We may disclose information in the following circumstances:
- Service providers. Vendors that perform functions on our behalf — such as website hosting, email delivery, IT and cloud infrastructure, analytics, payment processing, and professional services — under contractual obligations limiting their use of the information.
- Client organizations. Where you interact with us as a representative of a client, we may share communications and related information with that organization.
- Professional advisors. Attorneys, accountants, auditors, and insurers, as reasonably necessary.
- Legal and regulatory. When we believe disclosure is required by law, subpoena, court order, or governmental request, or is necessary to protect the rights, property, or safety of C4, our clients, or others.
- Business transfers. In connection with a merger, acquisition, financing, reorganization, or sale of all or part of our business, subject to appropriate confidentiality protections.
- With your consent. For any other purpose disclosed to you at the time of collection.
This section describes disclosures of Site-related information only. It does not apply to PHI, which is not collected through the Site and is governed by HIPAA and the applicable BAA.
7. Data Security
We maintain administrative, physical, and technical safeguards designed to protect the information described in this Privacy Policy against unauthorized access, use, alteration, disclosure, and destruction. (Separately, the safeguards governing our contracted Services are designed to meet the requirements of the HIPAA Security Rule and the terms of each applicable BAA. Those controls sit outside the scope of this Site and this Privacy Policy.)
No method of transmission or electronic storage is completely secure. While we work to protect information, we cannot guarantee absolute security. Email is not a secure channel; please do not send confidential or clinical information by unencrypted email.
8. Data Retention
We retain personal information only as long as necessary to fulfill the purposes described in this Privacy Policy, including to satisfy legal, accounting, regulatory, and reporting obligations, and to resolve disputes or enforce agreements. When information is no longer needed, we securely delete, destroy, or de-identify it.
9. Your Privacy Rights
Depending on where you reside, you may have some or all of the following rights regarding personal information we hold about you:
- Access / Know — request confirmation of whether we process your personal information and obtain a copy;
- Correction — request correction of inaccurate personal information;
- Deletion — request deletion, subject to legal and contractual exceptions;
- Portability — request a copy in a portable format;
- Opt out — opt out of the sale or sharing of personal information, targeted advertising, and certain profiling (decline or withdraw cookie consent as described in Section 4);
- Non-discrimination — not be discriminated against for exercising these rights;
- Appeal — where available, appeal a denial of a rights request.
Residents of the European Economic Area, United Kingdom, and Switzerland may also have rights to restrict or object to processing, to withdraw consent, and to lodge a complaint with a supervisory authority. Where we process personal data of individuals in these regions, we rely on legal bases including performance of a contract, legitimate interests, compliance with legal obligations, and consent.
Submitting a request. Email info@SolutionsByC4.com with the subject line “Privacy Rights Request.” We will verify your identity before fulfilling a request and will respond within the timeframe required by applicable law. An authorized agent may submit a request on your behalf with proof of authorization.
These rights apply to the Site-related information described in this Privacy Policy. They do not extend to PHI, which we do not collect through the Site and which is subject to the individual rights framework of the HIPAA Privacy Rule, administered by the covered entity for which we act as a Business Associate.
10. Washington My Health My Data Act
C4 is located in Washington State. The Washington My Health My Data Act (MHMDA) imposes additional requirements on entities that collect “consumer health data.”
We do not collect consumer health data through this Site. The Site is a marketing website with no forms, accounts, or health-related data collection of any kind. Separately, PHI we process as a Business Associate is information regulated by HIPAA, which MHMDA expressly exempts.
11. Employment Applicants
If you apply for a position with C4, we use the information you submit to evaluate your candidacy, communicate with you, conduct reference and background checks where permitted, and comply with employment and equal opportunity recordkeeping obligations. We retain applicant records for the period required by applicable law and may keep them to consider you for future openings unless you ask us not to.
12. Third-Party Sites and Social Media
The Site contains links to third-party websites and social media profiles, including X (Twitter), Facebook, and LinkedIn. We are not responsible for the privacy practices or content of those third parties. We encourage you to review the privacy policies of any site you visit.
13. Children’s Privacy
The Site and Services are directed to businesses and healthcare organizations and are not intended for children. We do not knowingly collect personal information from individuals under 16 through the Site. If you believe a child has provided us with personal information, please contact us and we will take steps to delete it.
14. International Visitors
The Site is operated in the United States and is intended for a United States audience. If you access the Site from outside the United States, your information will be transferred to, stored, and processed in the United States, where data protection laws may differ from those in your jurisdiction.
15. Changes to This Privacy Policy
We may update this Privacy Policy from time to time. When we do, we will revise the “Last Updated” date above and post the updated policy on this page. Material changes will be communicated as required by applicable law. Your continued use of the Site after an update constitutes acceptance of the revised policy.
